Windows 10: Notification App in Action Center not working as expected in Windows 10 1903

I upgraded to Windows 10 1903 a couple of days ago and I've notices that the notifications app is not working as I expected it should. It used to display the number of notifications I have at any time and now it doesn't display that number anymore the icon just changes to white if there were no notifications previously. When I download email into Outlook 2010 the notifications no longer clear and I have to manually clear them. At one time there would be a sound if a notification was added to the list and now there's no sound. I'm not too concerned about the sound but I find the other two problems an issue. Can anyone help me resolve these two issues? Thanks.

To stop action center notifications, I suggest you to follow the steps given below:

• 
  Type settings in search bar and hit
  enter.
  
• 
  Go to system.
  
• 
  Select notifications and actions.
  
• 
  Click on turn system icons on or off.
  
• 
  Turn off action center.

For us to properly address your question, we would like to verify if we got your concern right. Are you trying to terminate the notification right away or let it stay visible for a few more seconds?

To change or adjust the time span of the notification, follow these steps:

• Open Settings and select Ease of Access.
• Click Other options.
• In the right pane, look for Show notifications for, and adjust the duration.

Windows 10 Action Center Not Working

Windows 10 Home / v 1607 / OS build 14393.693

Action Center has displayed "No new notifications" for the past 3 days (since 2/21/2017). The only automatic updates that have been installed are/is: Adobe Flash Player.

I have tried all the steps listed above with no success. I also tried turning notifications off, then rebooting, then turning it on, then rebooting. Still no joy. Any other suggestions?
