  1. Clarification of PCIE standards and backward compatibilty

I am tearing my hair out with a problem I have getting an eSATA card working in a Dell Optiplex 3040 system. The PCIE card is a Startech PEXESATA1 eSATA card which came with one of their 3.5" 4 bay enclosures. It has worked fine on various Acer/Asus and Gigabyte motherboards under windows XP but will not install in the Dell Optiplex 3040!! I have tried disabling Secureboot, I have enabled Legacy ROM in the UEFI bios but the card is still not recognised. The system has a 6th Generation i5 and Intel® H110 Chipset.
A reply to another post about an eSATA card on a Dell Optiplex 3020 says that the card will not be recognised with Secureboot enabled under Windows 8 so I assumed the same applied to Windows 10??
There was also some discussion about compatibility between PCIE v1.0 card and PCIE v3.0 slots on later motherboards and that the system could not "down clock" for older boards. However everything I can find on PCIE standards leads me to think it is backwards compatible.
Is that correct or do I need a later card. If so how do I know that the card is PCIE v3.0 comptible. Most specs just say PCIE x1 referring to the bus speed.
I thought I was well read but this has me beat

  2. Why does microsoft say they are gonna release new games every month for the backwards compatibilty but they dont

    Original Title: Backwards compatibility

Why does microsoft say they are gonna release new games every month for the backwards compatibilty and then don't. And when they do, its not any of the games voted most for backwards compatibilty

Just for the record, I only suggested the clarification because suggesting everyone has a basic grasp of english simply is not true.
