Windows 10: Time-limited restart bomb

I have a neighbor with an oooold rinky-dink Dell desktop and they showed me how it stays on the logon screen for about 5 or so minutes, and then a blue splash screen mentions there's a problem with the registry and says it must restart...which it does....painfully slowly. Like I said, it's a rinky-dink Dell. It does this over and over again till the PC is manually shut off. Even if I logon, eventually that restart warning comes up and off it goes.

I ran MBAM while logged on, during which it found 79 PUPs (2 registry related), but before the scan could just-about-finish... OFF it goes to restart. *Banghead Anyone out there know of a way to tackle this that somehow beats the clock? *Confused

Hi dalchina. Good news, I followed your suggestion and reinstalled the update and now it appears as "installed correctly" *Biggrin Maybe it was not necessary to run the Windows Update Troubleshooter or maybe if necessary. But using it I do not think it could have worsened something. The installation was very fast, unlike the first time it showed step 1 and step 2 completed.
