Windows 10: "Windows Hello is preventing some of these options from showing"

I have been working on my computer trying to get windows hello to work for the past hour. I bought my HP envy in September 2019 so I do not think it is an older software version issue. I have also gone into the device manager and reinstalled the software for my fingerprint scanner. I checked the software for updates and there are no updates needed. I have no idea why I cannot use windows hello. I just want to figure this out because windows hello seems like a very handy thing to have on my laptop. here's my sign in option screen for reference

The previous update you installed could be the cause as to why you encounter this issue. Since this thread was already posted for a while now, we want to know if this issue still persists or is it already been resolved?

To assist you better with your concern, we suggest that you disable Windows Hello. This should prevent you from getting issues in logging-in to your computer.

To do it, kindly follow the steps below:

• On your Cortana, type "Settings", and then press Enter.
  
• Select Accounts.
• Choose Sign-in options.
• Disable Windows Hello.

My windows hello stopped working after just a couple days on my brand new surface laptop. I get the message in red: "windows hello is preventing some options from being shown" when I go to settings to try to set it back up.

Any suggestions?
