Windows 10: GeForce GTX 1660 problem

On Tuesday, I received the GTX 1660 that I had ordered previously, just yesterday, I installed it. There were no flaws with plugging it in. I booted up my computer with no problems at first. I loaded up Rainbow Six Siege, to see that my framerate was far less than it should have been (10-20). I realized that it may have been using integrated graphics instead of dedicated. I checked Device Manager, for it to say that it was connected and detected, however it said that there was a problem. After that, I tried to install drivers via GeForce Experience. Which I succeeded in, but it didn't fix anything. With my GPU on the latest drivers, I had no clue on what to do. I remembered that the card came with a dvd called GPU Tweak II. I put it in and loaded it up. I was met with a screen that had two options: Manual and Install. I clicked install hoping that it would simply just install display drivers as it said it would. It tried, however, midway through the installation. The GPU made a vacuum like noise, and the screen blacked out. Making me restart my computer. I tried it again, with the same result. I then unplugged and plugged the card back in. To no avail. I checked the fans on the card, and noticed that the fans weren't spinning that fast compared to the rest of the fans inside my pc. I don't know if that's normal, but it didn't seem like it.

I've been very excited to have an upgraded GPU, however this situation made me very disappointed.

Any solutions?

NVIDIA today introduced the GeForce® GTX® 1660 Ti, a new gaming GPU that delivers a big step up in performance and power efficiency for today’s most popular games. It is available now worldwide starting at $279.
