    Ever since last week's update the one that was going to address the fake signatures I suppose? I've been having a problem with Windows 10.

    At first it was just a black screen with a white bar what is supposed to be the taskbar, which under normal circumstances is hidden flashing at the bottom. Meanwhile it has gone from flashing the dekstop background with some element of the taskbar to now just flashing the dekstop background.


    Observations:

    1. I'm forced to log in using my password instead of my pin code.
    2. Num lock is always off.
    3. "Service Host: Windows PushNotifications" is using about 20% CPU.
    4. Windows Error Reporting is always running sometimes 4 to 5 instances of it.
    5. I can open "explorer.exe" through Task Manager, which will open a window of the file manager
    6. After opening said window I can end the background process of "Windows Explorer" restarting doesn't do anything to stop the flashing.
    7. In Safe Mode I will get the following error message at log in: "sihost.exe unknown hard error". also did Safe Mode through msconfig disabling everything manually and stuff
    8. In Safe Mode everything stays basically the same, apart from that "Service Host: Windows PushNotifications" isn't there, but now it's "Service Host: State Repository Service" that is using about 20% CPU.
    9. Cleaned "Quick Access" history.
    10. Restarting gives the following BSOD: "critical_process_died".
    11. Shutting down the computer used to work, but now gives the same BSOD as restarting.


    What I have tried so far:

    1. dism both /checkhealth and /scanhealth.
    2. sfc /scannow.

    3. chkdsk /f /r.
    4. Uninstalling the latest update through the advanced startup menu not sure which one of the 2 options it was, but I only had one choice.
    5. Trying to do a system restore, but it won't complete because supposed hard disk errors, yet dism and sfc are both clean and chkdsk had no trouble completing. And even if there was maybe a damaged sector that could affect the system restore it would be really weird for it to affect "explorer.exe" as well, certainly given the fact that sfc doesn't seem to think there's anything wrong with the installation and according to dism sfc should know what it's talking about.
    6. Copying "explorer.exe" to "System32".
    7. netsh winsock reset.

    No other updates were done after said Windows update.

    Everything else seems to work normally, like I am currently typing this in the browser on the affected computer, games run fine so unlikely to be a GPU problem?.


    I am not keen on doing a system reset, even though supposedly I can keep my personal files, because it would be a lot of work to set everything up again and honestly I don't trust Windows to keep my personal files.

    Does someone know what could be causing this?
    And please don't give me the "have you tried turning it off and on again" routine, I know you mean well, but I've pretty much done it all. : I'm looking for someone who can tie all those observations together to the actual problem. : Or can tell me things I haven't tried yet do keep in mind that I do not have use of the start menu, so everything has to launched either through the specific path, cmd or Task Manager.

    Hi Brain,

    We apologize for not being able to address your concern in a timely manner.

    I suggest you to uninstall drivers with the exclamation mark in Device Manager and check if it helps.

    Follow the below steps:

    • Right click on Start button and click on Device Manager.
    • Locate the malfunctioning device or device with the exclamation mark in the list of devices, right click on that device, and then click
      Uninstall.
    • Restart the computer.
    • Right-click your computer name in Device Manager and click Scan for hardware changes.
      Device manager scans your system and automatically reinstalls your device.

    Hi this happened to me yesterday. I have an Acer Apsire V and after downloading Windows 10 my desktop would not fully load as well as it would rapidly flash. I went through several threads and called the Microsoft hotline to no avail. Finally, I contacted
    someone on tumblr who had the same problem as I and she said it had to do with Norton Security. Here is the link to the solution:

    There is actually a simple solution to stop the screen from flashing.

    Step 1: Open Task Manager. You can do this by hitting ctrl+alt+delete and selecting Task Manager from the list that appears

    Step 2: In the top left corner, hit “File” and select “run new task” from the drop down menu.

    Step 3: Type “msconfig” into the box.

    Step 4: A new box will open. In this new box, select the Service tab.

    Step 5: Scroll through the list and search for “problem reports and solutions control panel support” and “windows error report service.”

    Step 6: Disable the two items by clicking the checked box beside them. The check should disappear.

    Step 7: Click Apply, then click OK.

    Step 8: You may be prompted to restart your computer. This is not necessary, but definitely recommended.

    If your computer uses Norton Antivirus, upon restart, it will probably be a good idea to update the Norton program (hopefully the program will prompt you to update). If you do not use Norton, you still might want to run an antivirus scan and even perhaps
    an anti malware scan.

    After that, your PC should be in good shape. Enjoy Windows 10! And remember, if you don’t like it, I’ve read that for a month you have the option to revert back to your old OS. If you want to, a quick internet search will bring up an easy step by step process
    (but remember to always back up your info before switching an OS!!).
