Windows 10: Cortana can hear me, but still won't respond to any questions

So when I say "Hey Cortana" or click the little Cortana icon, she pops up. As I am asking her a question, I can see the words across the bottom of the screen so obviously she hears me. After that, the little circle icon will either spin for a few minutes and close, or she'll say, "Sorry I didn't catch that". I'm in a spot with great internet, obviously she can hear me so it's not a microphone issue, Windows is 100% updated. I've tried rebooting several times, as well as reinstalling Cortana several times through Powershell. Any ideas?

Cortana hears my question but will not respond

Cortana hears and displays my question on the task bar but it doesn't respond - it shows the blue circle but doesn't give an answer

• Check and verify if Cortana is activated?
• Does Cortana search and gives any output/result on screen?
• Is the Language and region settings set to valid value?
• Check and verify if Cortana available in your region?

Method 1:

I suggest you to try to turn Cortana off and then try turning it on back and check if she talks. Refer to the steps below to turn Off and On Cortana:

• Open Cortana.
• Click the hamburger button in the top left of the window.
• Go to Settings and click on off.
• Follow the same steps to turn it on.
• Check if issue persists.

I suggest you to go through the below methods and check if it helps.

Step 1:

I suggest you enable settings in the Playback Devices and check if it helps.

Follow the below steps:

• Right click on the speaker icon on your taskbar.
• Select Playback Devices.
• Click on the Playback Devices and right click on the
  Speakers/Headphones.
• Check mark on the Show Disabled Devices and
  Show Disconnected Devices.

If the issue persists the follow the below step.
