Windows 10: Windows stuck in pseudo-Safe Mode.

Current status:

"Check for Updates" will not run. All icons on the Start Menu are "simple replacements" for what is usually shown. Windows + Gear -> Updates... just "pending download", never actually does anything other than briefly show "preparing to download". No sounds devices listed, and Windows "enable sounds" fails with nothing more than something like "I can't". No Troubleshooters return any message other than "I can't fix the problem".


The story that got me here:

I have upgraded my CPU cooler to water-cooled, and my PSU to a 1500w model, because processor and graphics card were running too hot for older system. When all 8 cores were drawing 200+watts, Windows would freeze.


After multiple reboots, the only way I could see anything on my computer, was safe mode, delete the graphics card RTX2060plus, and stick with the Microsoft generic display. I accept that perhaps the RTX2060super was fried screen went 4x scaling... I saw only the upper left quadrant... and "green" on all but basic VGA resolution. Reinstalled GTX750. Able to see, install NVidia drivers from NVidia, get display mode back to power 4K TV through HDMI cable.


Currently, Windows will not update. Cannot get sound back out the HDMI cable to the TV. "msconfig" has no options checked display did not work, had to get into safe mode after 3 successive failures to restart. Was able to do a system restore, but could not restore back to last Windows update.


I have a LOT of programs installed on this computer, so I really don't want to have to restart from scratch. Any helpful advice?

Stuck in safe mode in windows 10

Safe mode is intended to help fix most, if not all problems within an operating system, it's not good if we got stuck on it. To correct this, we suggest that you follow the steps below to exit out of Safe mode:

• Open Run command by pressing Windows key + R
  keys on the keyboard and type msconfig in the command box and press
  Enter.
• Under General tab, put a check on Normal Startup option.
• Reboot the system and check if the changes are effective.

Let us know if you are able to exit out of Safe mode with these steps.

I am stuck in Safe Mode in spite of following all the suggested steps to go back to Normal Startup - Like opening file location of msconfig.exe & running as Administrator. The computer I am trying to get out of safe mode has just been updated from Windows 7.
