Why is windows changing back and forth with the moving and copying as a default?

I am moving files from one folder to another in order to better organize my files. I click on a file and move it from one location to another. Files within the same drive are moved when you drag them from folder to folder. When moving from drive to drive it will default to copying the files. I am familiar with the defaults and have been doing this for years.

Here I am in the process of moving my files and all of a sudden in stead of moving the file from one location to another it copies the file in stead. It also takes windows a lot longer to copy the file rather than move the file. All conditions are the same with different responses from windows. Same type of folder and same type of file all within one main location on the one drive. The only way I can be sure of what's going happen with my files is to right click on the file I'm moving and drag it over and tell STUPID windows to move the files over.

What would cause Windows10 to behave this way?

    :)

  2. Taskbare icons moving back and forth

For the past couple of months, the power icon, wifi icon, volume icon and the arrow up for the hidden icons keep moving back and forth constantly making it frustrating to click on any of them. At first it seemed as this happened for a few minutes at start
up, but now it is constantly. I have tried locking and unlocking the taskbar, rebooting several times. I can't find anything about this problem in searches. They have not disappeared, just constantly moving back and forth. If I move the taskbar to the
side, they move up and down constantly. Any thing pinned to the taskbar on the left is fine. Any help?

Windows 8.1 update changed the language, can't change back

Maybe, these will help... it seems it is a common enough problem.

Language packs are no longer available after you upgrade to Windows 8.1

And, sort of the same here --> Add a language or keyboard

Quote from above MS web page:

Spoiler Download and install language packs
You'll need to download the language pack if you want to make a language your Windows display language (that's the language you see most often in Windows and apps).
    • Swipe in from the right edge of the screen, tap Settings, and then tap Change PC settings.
(If you're using a mouse, point to the lower-right corner of the screen, move the mouse pointer up, click Settings, and then click Change PC settings.)
    • Tap or click Time and language, and then tap or click Region and language.
    • Tap or click a language that says Language pack available underneath, and then tap or click Options.
    • Tap or click Download. The download process might take a while, depending on your PC and the size of the language pack.
If you want to make this your display language, see the next section "Change your Windows display language".
    Change your Windows display language
To change your Windows display language (that's the language you see most often in Windows and apps), first add a language, download and install the language pack, and then follow these steps.
    • Tap or click the language that you want to set as your display language.
    • Tap or click Set as primary to move the language to the top of the list. If the language can become your Windows display language, you'll see Will be display language after next sign-in appear under the language.
    • Sign out and then sign back in to finish.
And here is some more info --> Add Language Packs to Windows

System tray icons moving back and forth

Suddenly, on my ASUS all-in-one PC running Windows 10, the icons in the system tray started moving back and forth on their own and I can't find a way to stop it. I have an HP laptop running Windows 10 and it's not happening on it. Can anybody help?
