Windows 10: Can't create new folder without admin rights

On my h drive i cant create a folder without admin rights when i try to create new folder and click on new it shows this

How to fix .this is on my h disc when i try to copy a file from my phone it shows this

This not my c drive this is"h" drive there was no problem till today

Startup profile without admin rights?

I recently got me a Sapphire GTO2 card and bios flashed and overclocked it to a little below 850 XT PE levels. I made a profile in ATITool which is loaded at Windows start-up via registry key. Works like a charm, but I have a little problem:

In day-to-day use I work without admin rights. Now when ATITool starts, it says it needs to "access the Kernel Mode Driver" and can't do that without admin rights.

Maybe some of you had the same problem and found a solution. As I see it, I need to:

a) find out how I can grant access to that "Kernel Mode Driver" in the Windows XP group policies, or
b) find another tool that can overclock the card without admin rights, or
c) overclock the card "permanently" in the bios. Is that even possible?

Any ideas? Many thanks in advance.

 

Can't create new folder

In this case, we suggest creating a new user account on your computer to see if the same issue will occur while on a different profile. This is to prove if your current user account has corruption. To do this, simply follow the steps below:

• 
  Select the Start button, then select Settings > Accounts > Family & other people> Add
  someone else to this PC.
  
• 
  Type a user name, password, password hint, and then select Next.
  

You can also try booting your computer in
Safe Mode. This is to start Windows with its basic functionalities. While in Safe Mode, try making change to that folder.
