I have spent more than 8 hours trying to update to Window 19 Version 1903, including doing what you suggested, without success.

The error message I got was:

0xc1900101 - 0xc4000D

The installation failed in the SECOND_BOOT phase with an error during MIGRATE_DATA operation.

Upgrade from Windows 10 1809 to 1909 repeatedly fails due to Error 0xC1900101 – 0x20017

Thanks for all the checklists. Here's the upshot of my continuing attempts to upgrade Windows 10 to version 1909 from 1809. (Note, I had not been made aware that an attempt last spring to install version 1903 failed repeatedly).

Disk check and memory check have no errors.

Followed all the steps. Here's where everything hits a roadblock:

1. sfc /scannow ends at 70% every time with the message "Windows Resource Protection could not perform the requested operation"; DISM says everything is fine. This seems to me to be a key to what is going on.

2. Any attempt to install the upgrade results in a problem at reboot. The message is: 0xc1900101 - 0x20017 "The installation failed in the SAFE_OS phase with an error during BOOT operation." I gather that some logs may show what is the error. I have both
the “setupact.log” and “setuperr.log” from the failed installation. Is there a way to share them here, along with any other relevant logs, with people in the forum who can help me identify what driver is
causing this failure?

Could there be a corruption of the boot record?
