Windows 10: Computer is slow and disk is always at 100%?

So I got my first assembled computer in 2018, worked perfectly fine at first but has slowed down considerably since the beginning. I still can use it fine, but if possible I'd rather have it as fast as it can be.

Starting it up takes a couple of minutes, and after that I always have to wait like 3 or 4 more minutes for the computer to load everything and decide that I can finally use it withouth lagging like crazy and getting stuck on the little blue loading cursor thing for even more time. As I said I still can use it if I'm patient enough, but I hate that if I have to turn on the PC to look something up quickly I have to wait almost 10 minutes for it to actually start working. Meanwhile, my brother's laptop turns on in like 20 seconds and you can use it immediately at full speed, and I'm just salty I guess.

It's also extremely painful to use more that one program at a time sometimes (for example the combo OBS+editing program, or basically any game+Chrome).
I've noticed that the Disk in Task Manager is almost always at 100%, even when doing nothing, and I'm pretty sure that that's not how it's supposed to be.

Do you guys have any advice?

100% disk usage and slow boot

Hi, I have a Dell Inspiron laptop for about three and a half years and in recent months its boot is slow and in the first minutes, it uses 100% of the disk.
It has some heavy programs like Visual Studio, Android Studio and more on it, but it's not always been like that.

I use windows 10 home. The computer has Intel I5 CPU and 8GB RAM.

Are there suggestions for improving the computer's performance?

Hi Rey Cam. Thanks. Yes I tried her steps. I did do her steps but realized that neither was the case. It stopped doing the 100% thing after a few other changes I made to superfetch in other areas but now it is back so I'm going through it all again.
I will try Gerry C Cornell's list now. It is pretty tedious because everything moves so slow when your disk is at 100%... this will take hours.
