Windows 10: Blue outline on everything I click, and it has nothing to do with Narrator

I am on a thinkpad x1, which does not have a Caps lockcaps lock is just tapping shift twice in a row and I have disabled narrator. I have checked many online threads on how to get rid of this blue outline, however every single one of them talks about narrator, which is not on for me. I don't have a caps lock so it is not possible for me to do capslock + esc to get out of narrator. Is there anything else I can try to do to get rid of this problem?

  Click on voices
  
• 
  And select find other voices that work with Narrator.
