Windows 10: Windows Won't Update or download apps

I have tried every fix online. Nothing helps. My memory is also always stuck at 100%. I've tried all the online fixes for that as well. I even had someone reinstall windows 10 remotely and nothing ever changes. The last update was in January. Since then there is nothing but an error message 0x80070424 when I try to check for updates. I have researched every fix for that error code. Nothing. When I try to download an app i get 0x80070424. There seem to be no workable fixes for this on my end. I don't understand how this cannot seem to be resolved.

Vista x64 won't download updates?

The last updates on my home desktop are dated 16th June.
I've powered it on some 3 or 4 times since then, but nothing was downloaded automatically as per settings.

I tried the manual update from the CP but I get an error code 80070002.

I did the troubleshooting suggested (i.e. stop the Windows Update service, delete the temporary update files, restart the Windows Update service, and then try to check for Windows updates again) but I still keep getting the same error code, even after rebooting *Confused

What gives?

I suggest you to try the below steps and check if it helps.

Step 1: Run Windows app troubleshooter.

Step 2: Run shell commands for Windows store and check if it helps.

Follow the below steps:

• 
  Press Windows key + X and select
  Command prompt(Admin) to open elevated Command prompt.
  
• 
  Type the following commands.
  
  
  
  powershell -ExecutionPolicy Unrestricted Add-AppxPackage -DisableDevelopmentMode -Register $Env:SystemRoot\WinStore\AppxManifest.xml
  
• 
  Hit enter, the blackscreen will appear still for a couple of seconds. After a couple of second a new line saying C:\.... will appear.
  
• 
  Close Command Prompt.
  
• 
  Try to start the Windows Store again.
