Windows 10: snipping tool cursor

is there a way to change your cursor in the snip window? it goes from a simple arrow to a single pixel red dot. to me this is extremely inconvenient and i feel like there should be a way to customize this setting.

After I click on the "Snipping Tool" icon on the taskbar, the Snipping tool box appears on the screen. When moving the cursor from the taskbar onto the document, the Snipping tool box moves the the desktop.

In Win10 type Snip into the search box in your primary monitor toolbar. Snipping Tool will show up at the top of the list.
