Windows 10: Most Quick Launch Shortcuts Disappear on Reboot

Windows 10 Pro, version 1909, OS Build 18363.1316, When I reboot, MOST quick launch shortcuts are deleted from the quick launch folder, and I have to put them back from another location I created as a backup to deal with this issue. Very frustrating.


The toolbar itself remains, some of the shortcuts remain, but most are deleted. Is there a solution for this issue?

windows 10 quick launch toolbar disappears on restart

in case of reboot the Quick Launch toolbar can randomly disappear.
Seems to me that it should be easy to create a Quick Launch toolbar that does not "disappear". Create a new folder in your data partition or folder called Quick Launch. Add shortcuts to it by dragging and dropping. Then create new toolbar (click right in
taskbar, toolbars), point to your Quick Launch folder. Then if you want, move it to the left of the task bar. If you lock the taskbar, it should stay there. Even if you don't lock it, it only occasionally will accidentally get moved from the left, and is easy
enough to restore. I cannot see any reason why it should ever disappear accidentally, but maybe I am missing something. My desktop is as below with Quick Launch and Start both shown. You may think Start is irrelevant given the W10 start window, but I still
find it useful.

 

Quick Launch - Shortcuts not working, Attempting to use clears taskbar


I am having an issue with the Quick Launch taskbar that just began yesterday...

Here are my issues:

1. Quick Launch shortcuts to not work.
2. Cannot delete, or look at shortcut properties.
3. Attempting to use Quick Launch shortcuts cause open windows in taskbar to disappear for a few moments, then screen refreshes and they reappear.

What I have tried and/or checked:

1. No Windows updates installed this week.
2. Removed Quick Launch taskbar.
3. Rebooted computer.
4. Re-enabled/installed Quick Launch taskbar.
5. Added new, working shortcuts to Quick Launch taskbar.
6. Same issues occurred.

There has been nothing new installed on this computer, and malware/virus scans do not indicate any issues (this is work computer and is monitored via lab tech, malwarebytes, and webroot programs...

I have searched for others having these types of issues and nothing that appears to mimic my issues was found...

Any thoughts, hints or ideas would be greatly appreciated...

Quick Launch Toolbar Icons

The icons in my Quick Launch toolbar seem to change sizes after reboot ... and sometimes even without a reboot. Sometimes they're the same height at the regular toolbar, and sometimes they're smaller. When smaller they're really too small and make the
Quick Launch toolbar nearly impossible to use. This behavior is usually associated with desktop shortcuts being rearranged on the desktop. Anyone have any suggestions on why this is happening and how to fix it? I have a brand new 2020 Dell laptop with Windows
10.
