Windows 10: explorer.exe loading cpu while its not doing anything

I had this problem 2 times in the past and only thing i know how to fix this is only reinstall Windows. If i will try to end it, task bar will disappear, but process is still shown. When I try to end it second time from Details tab, I will get "Access is denied." error:Is this some kind of virus or what?

here what I did:

1. disabled non-microsoft services, disabled all applications in startup list

result: after restart "system and compressed memory" still gain 17% CPU

2. ran PC into safe mode ( just to see what happens )

result: CPU load is 0% for "system and compressed memory"

3. ran PC in normal mode

result: CPU load is 0% for "system and compressed memory"

as we can see from step 1, the problem probably is not in applications ?

what would you suggest in this case ?

File Explorer, very slow to load .exe files

Hi, well, I'd suggest the first entry - svchost.exe: Local system...... Look at the disk activity.

From what you've said, I understand (I think)
a. In Safe Mode launching an installation- fast response.
b. Normal boot, exe on desktop - fast
c. All else slow.
So I think that also means it's slow in explorer after a clean boot.

Please correct this if that's wrong.

In particular please confirm you have tried a clean boot and the result.

How do i stop File Explorer from loading and crashing over and over??

Holy moly! This solution seems to have worked! Two days now without File Explorer driving me insane with it's constant cycling of loading and crashing, loading and crashing. Hoping this is a permanent solution.

Two days later and the problem has returned. File Explorer loading on its own and crashing, though not constantly the way it was before.
