Windows 10: Its just a blank screen its on though

I clicked update and shut down then instead of saying “shutting down” on the blue screen it said “restarting” so I pressed cancel. The screen went blank black and hasn’t turned on since. I panicked and pressed the “off” button on the side. Whenever I turn it on again you can hear the fan and see the mouse but nothing else. The mouse is also able to move and I just got a Norton notification I could see that but everything else was blank but other than that its blank again. Please help.

Screen goes blank after changing BIOS settings/

I don't know how long this has been happening, a few weeks at least, but whenever I change a setting in my BIOS (and save & exit), my screen goes blank and my monitor goes into standby. Any suggestions to fix this?
