Windows 10: why do localhost and 127.0.0.1 can't establish a connection on IIS 10 on my MSI computer

    Here is my problem, I cannot use localhost nor 127.0.0.1:88 on my machine, I get a message saying that it can't establish a connection with said server ... han ...
