Windows 10: 100% CPU usage Ryzen 7 3800x/MSI 450B Mortar Max

I've tried everything regarding power management, scaning PC. There is still 100% CPU usage on idle. Does anyone know what can couse this issue and how to fix it?

AMD RYZEN 7 3800X OC cooler?

Putting a AMD Ryzen 73800X CPU on an ASUS AMD AM4 ROG Strix X570-E mobo and would like to OC the CPU - 4.9GHz would be my goal. My research tells me the CPU cooler that comes with the CPU is not capable of handling the increased speed. It comes with a Wrath Prism cooler.

I currently have an Intel i7-9700K mounted on an ASUS ROG Strix Z 390X-E mobo and it has all cores synced and runs at 4.9 GHz w/o any issues - BUT - it has a Noctua NH-D15 SSO2 D cooler - very very big cooler

Never having worked with an AMD cpu I have a some questions

1 - is it possible to duplicate the i7 settings on the AM4 - sync all cores? 4.9 GHZ clock speed?
2 - suggestions for a AM4 cooler that could handle the increased speed and is smaller than the Noctua cooler

Any suggestions related to this situation appreciated - this is the machine as it sits now:

 

Task manager says CPU usage is at 100%

HELP!

Task manager says my CPU is at 100% usage but dragon center says it is only at 2% what is going on and how can I fix it?

I have a decently powerful CPU(Ryzen 7 3800x) so I don't know why I am having this problem. I have increased the Fan speed as seen in the screenshot below because I thought it might have been a cooling/thermal throttling problem, but that seems to not be the case now.

Is this something to worry about, and how should I fix this?

 

Windows 11 High CPU Usage 100 % all the time

Hi Max, please list your computers specs, and I did do some calculations, all of the programs you are running calculate to around 100% CPU usage, please uninstall the apps, and check how much CPU does it take idle, with no apps running, only the Windows processes.
