Windows 10: Mouse and keyboard works on bios but not on OS

I tried to factory reset my computer but this still stays and it’s annoyingI have tried resetting everything to fix this but stillMouse and keyboard works on other device Now is stuck on a blue screen asking for country, language, keyboard layout, and timezone The mouse and keyboard shut down when windows is runningPlease help, I want to use my pc again

Keyboard and mouse works in BIOS but not in the OS

Straight to the point, it seems that the keyboard and mouse (USB) stopped working when doing a system recovery. It all started with an update which caused instability and applications stops working.

I started the steps for a system recovery, however, I have not been able to advance to the next step, as when selecting the recovery type, the keyboard and mouse stop working.

In the recovery options I selected full reset deleting applications, files, accounts, in short, everything, a clean install of the OS. I thought that going back to the factory state would solve the keyboard and mouse problem, but no.

The full reset took several hours, in the end the result was the same, keyboard and mouse do not work.

I can navigate in the BIOS and in the recovery screen but I can't start any kind of installation. I also can't go back to any previous state because the full reset erased everything.

I did the motherboard troubleshoot by disconnecting everything and testing each device. I did this even though I knew it couldn't be a hardware problem since the problem is when entering the OS. I also made several changes in the BIOS, all with the same result, none. I used another keyboard and mouse but the same thing happens, they work in the BIOS and when I exit they seem to stop working.

The current situation is as follows:

The PC powers up straight to a recovery screen that says "Let's rule out several things first, select language" nothing can be done as the keyboard is not detected. That's the only thing that comes up when I turn on the PC, there is nothing else, no OS, no nothing.

I don't know if using PS2 devices could complete the installation as it would be the only option I am missing because I don't have any PS2 device. I tried with a USB hub, the hub detected it but the keyboard connected to the hub did not.

One possible reason that your mouse and keyboard is not working is due to an outdated or corrupted drivers. Since you've recently made an update, there might be drivers that are having compatibility issues
that needs to be addressed.

We suggest that you run the Bluetooth Troubleshooter by following the steps below:

• Select the Start button, then select Settings > Update & security > Troubleshoot.
• Under Find and fix other problems, select
  Hardware and Devices > Run the troubleshooter.

Mouse/Keyboard work in BIOS, they do not work once computer boots

I have been using computers for over 25 years now, and I have never run across a problem like this. Backstory: I built my current PC about a year ago. Everything worked perfectly until about 5 days ago. At that point, it needed to restart. I restarted it, and upon boot neither the mouse or keyboard would respond. I tried a different mouse and keyboard, they did not work either. I tried both of the mice and keyboards with another PC, and they worked fine. This absolutely rules out the problem being the inputs.Then, I noticed that the mouse and keyboard do work in BIOS. However, after exiting BIOS and booting, they stop responding altogether. I have gone into system recovery countless times and tried literally every recovery option listed, to no avail. Any suggestions to help would be GREATLY appreciated. For the past 5 days I have literally had a $3000 paperweight.
