Windows 10: Windows10. Won't stop blinking when desktop appears. Keeps blinking. Arrow keeps showing...

I've done multiple procedures to resolve c: \windows\syatem32\logfiles\srt\srttrail.txt. From information provided on this resource, and YouTube. Entered the prompt commands, and not resolved. For some reason I always hit a dead end during the prompt commands. I never get the option to enter "Y" and have to retrace my steps only to get the same end result. I've tried all other Trouble Shoot options, but still get the same result. The laptop starts up , goes through the motions to get to the desktop, but that's when the blinking happens. From background image, to black, but does Not shut off. T

Screen keeps blinking on desktop screen after installing windows10

My update installed, but my screen keeps blinking on my desktop screen. I cannot get out of it, change it or return to windows. Help!

As it blinks, it may or may not show my icons and the cursor is steady with the wheel circling beside it. It's been doing this for about 2 hours now.
