Windows 10: Has anyone used LOV111VOL? Is it trustworthy?

I recently came across LOV111VOL and the concept seems interesting:

From what I understand, it’s a portable/self-hosted digital document organizer that can run from external storage.

I’m mainly interested in:

• offline access to documents
• portability
• encryption/security
• self-hosting

Are there any more established or widely used alternatives with similar functionality?

Since none of the troubleshooting steps here worked, I'd suggest you do a Clean install.

Why did the startup window get cleared?

I didn't missed any step, the list was gone and gone , even after using lot of programs the programs were not listed in that list.
