Windows 10: HTTPS connections very slow

I am on Windows 10 and using Creator's Update

From one moment to the next every HTTPS connection on my system routinely takes upward of 10 seconds to be established.

Once the connection is established, it's fine.

SSH is not affected.

What could cause it?

Wifi Very Slow
