Windows 10: 0x8007001F - 0x20006 Can't update Windows 10

I've been trying for a while to update to the latest version of Windows 10. So far windows update will only say "A current driver on your PC may be better than the driver we're trying to install." No matter how much I retry this is the only result I get. When using Windows 10 Update Assistant I get to the restart portion, then when the pc comes on again it reverts changes made and restarts again and I am back where I started.

Winver tells me I am on version Win10 Home 1709, which from what I can tell is what makes conventional upgrade methods fail. I followed the steps found onthis site, using ISO to upgrade, but then I get the error code 0x8007001F - 0x20006 after step 6 and the first restart. From what I can tell it starts the update, but stops on 0% and goes on to revert the changes before restarting again and then I get the error code when I get to desktop along with the sentence the installation has failed during SAFE_OS with error in operation REPLICATE_OC.


I followed the steps listed by Vijay_Verma and Sumit - Insider MVP under this post but it changed nothing, I got the same error trying to update through ISO.

Windows 10 Update fails with error 0x8007001F - 0x20006

Hi there,

I have been trying for two days to upgrade my HP Zbook laptop from Windows 7 to Windows 10. I used the media creation tool on the following link: Download Windows 10.
I have tried about five times now and keep getting the following error message:

"We couldn't install Windows 10. We've set your PC back to the way it was right before you started installing Windows 10.

0x8007001F - 0x20006

The installation failed in the SAFE-OS phase with an error during REPLICATE_OC operation"

The first time I tried to install it told me I had to uninstall HP Drive Encrypt, which I did, along with the HP Client Security Manager. I have tried at least 5 times, and followed some of the steps I found when googling: Windows 10 Update Error 0x8007001F - 0x20006: 5 Ways to Fix It.
Out of the following I was able to perform numbers 1, 3 and 4 (it would let me perform task 2).

• Fix 1: Use Windows Update Troubleshooter
• Fix 2: Reset Windows Update Components
• Fix 3: Clear Windows Update Cache
• Fix 4: Disable Your Antivirus and Firewall Temporarily
• Fix 5: Run Windows Updates in Clean Boot State

Before I try run in a clean boot state I was wondering if anyone can help point me in the right direction. I used the Media Creation tool to update my PC no problem - worked first time. I'm not sure if it's an HP issue or not, as I have always struggled
with windows updates on my laptop - sometimes it installs them sometimes it doesn't. Please see the error messages received when running Windows Update Troubleshooter:

Windows 10 Update keeps failing 0x8007001F - 0x20006

I would not be posting here, if it weren't because I've tried everything I can think of. I know that there is similar threads, but I have tried the suggested solutions in nearly all of them, so I am making a new one, in the hopes that someone can give med a clue on whats causing this.


What I am trying to do
I am trying to update windows 10 to 1709 (the Fall Creators Update) and now, 1803 (Windows 10 April 2018 Update)


System information
I am currently on Windows 10 Pro 64bit Version 1607 (operating system build 14393.1593) desktop pc

CPU: Intel Core i7-4790K Devils Canyon (4th Generation Intel® Core™ i7 Processors)
Motherboard: ASUS Z97-PRO GAMER
GPU: NVIDIA EVGA 1080 SC
SSD for C: drive, HDD for ekstra drive.


The installation error
I'm getting the following error message: "the installation has failed during SAFE_OS with error in operation REPLICATE_OC"
With the error code: "0x8007001F - 0x20006". Screenshot:




Furthermore I found a useful tool from Microsoft called SetupDiag which concludes this is the issue:

For the record I have tried to "set Windows Modules Installer" service (Trusted Installer) to automatic start, reboot and tried the update again" multiple times.

What I have tried so far
I have tried the following ways to update for the past 5-8 months:

• Downloaded media creation tool and tried to upgrade with it
• Created a .iso file, mounted it and tried to update with it
• Created a USB installer with the media creation tool and tried to update with it
• Tried updating with windows update (built in)
• Tried updating with windows update assistent which got installed automatically (by windows update?)
• Tried updating by downloading and installing windows update assistent manually
• Tried many different combinations of choosing to install updates and not

Windows fails every time with the before mentioned error.


I have also tried "repairing my system" in multiple ways:

• Reinstall built in windows 10 apps using powershell:

• Repair with DISM, also using a Windows.iso created using the media creation tool as the repair source
• sfc /scannow reports two files it cant fix: CBS.log - Pastebin.com - are these important?
• Tried running windows-update-troubleshooter multiple times. It reports it finds problems that it fixes every time. Except it cannot identify the proxy settings of my network.
• Rezized my c partition to have 1,3 gb unallocated space
• Tried to follow Vijay_Verma on May 7, 2018 advice here.

Furthermore i did steps to minimize risk of failure:

• Removed all unnecessary hardware (except mouse and keyboard)
• Uninstalled my Anti Virus
• Updated my network drivers, graphic drivers, audio drivers
• Disconnected from the internet while updating

So to my questions now:
Question 1)
What exactly is SetupDiag suggesting here?

If you are a talented technican, can you tell me anything helpful on what is causing the update to fail from looking at the logs?


Please don't suggest a clean install, as I already know this is a option, but in my case, almost impossible to do.
