Windows 10: 0x8007001F - 0x20006 Error When Attempting to Install 9/12 Culmulative Build

There was an unstable WiFi connection, and this build did not install the 9/12 Culmulative Build properly.


Further attempts to update also failed


I resorted to creating a WINDOW ISO disk, and was able to begin a reinstall. However, the install would proceed until just completing, and then restore back to the previous Windows build


There are no third-party anti-virus software installed.


The Error Message included:


The installation failed in the SAFE_OS phase with an error during REPLICATE_OC operation. 0x8007001F - 0x20006 Error When Attempting to Install 9/12 Culmulative Build


I also cannot access Microsoft Apps, like Photo, Skype, etc. The opening screen will come up for a MS App, and disappear from the screen after about one second. Also cannot access the MS App Store.


My computer is a Dell Lattitude E5570.
