Windows 10: 0x8007001F - 0x20006 Error When Attempting to Install Culmulative Build

There was an unstable WiFi connection, and this build did not install the Culmulative Build properly.

Further attempts to update also failed

There are no third-party anti-virus software installed.

The Error Message included:

The installation failed in the SAFE_OS phase with an error during REPLICATE_OC operation. 0x8007001F - 0x20006 Error When Attempting to Install Culmulative Build

I also cannot access Microsoft Apps, like Photo, Skype, etc. The opening screen will come up for a MS App, and disappear from the screen after about one second. Also cannot access the MS App Store.

There was an unstable WiFi connection, and this build did not install the 9/12 Culmulative Build properly.

Further attempts to update also failed

I resorted to creating a WINDOW ISO disk, and was able to begin a reinstall. However, the install would proceed until just completing, and then restore back to the previous Windows build

My computer is a Dell Lattitude E5570.

I followed the steps but I got the same error message as I got when I tried the suggestion of DaveM121 -- 0x8007001F-0x20006

I can transfer any data to an external hard drive. However, the previous ISO installation from my existing hard drive failed, and listed the error message listed on this thread.

Please advise the next steps, as I would do a complete install, if that is the solution.
