Windows 10: 0x800704EC when trying to upgrade Home to Pro

An yet again.

Had this issues before with an Insider build.

Now I am on a new computer running a regular Windows. I want to upgrade to Pro.

I enter my key the process starts but I get the error mentioned above instantly.

Hello, I tried to upgrade to Windows 10 Pro (from windows 10 Home), but got this message:

I suggest you to download and create an installation media for Windows 10 Pro form the link provided below:

Download Windows 10

After the installation media is created, suggest you to upgrade to Windows 10 Pro from the installation media. When the upgrade asks for product key, enter the product key purchased for Windows 10 Pro. If it does not accept, suggest you to skip the activation
step. After the Operating System is installed, suggest you to activate by phone by following the steps below:

• Press “Windows key + R” and type “slui 4” and press Enter.
• Select the Region from the list and click Next.
• Call the Toll-Free number provided on top and can activate via phone.

I did the Method 1: Perform a clean boot, and tried to upgrade again, same problem with the same error code
0x800704ec

I also perform a SFC scan (System file checker),

result:

"... Beginning verification phase of system scan.

Verification 100% complete.

Windows Resource Protection did not find any integrity violations...."

still unable to upgrade to the pro version...

my computer is a Dell XPS 13 9350
