Windows 10: 0x80090016 Can't sign-in to Windows

When I start the PC up the log-in screen shows up, when I write my pin in I get the error code 0x80090016 , when I try to reset my pin it just tells me that "something went wrong" and to try again later. I have internet connection, so that is not the issue. There is no alternative sign-in methods available, so I can't even attempt to use password to log in. I wanted to try Safe Mode to see if that helped, but when I shift-clicked the restart, I was instantly on a blue screen where the only alternative is "Turn-off your pc", "Troubleshoot" and "Continue" options are missing. 0x80090016. We suggest that you boot your computer in Safe Mode and log in, then reboot back into normal mode. To do this, follow the steps below:

• Hold down the Shift key while you press the Power icon and select
  Restart.
• In the Windows Recovery Environment, select Troubleshoot > Advanced options > Startup Settings > Restart.
• When your computer restarts, the Startup Settings will display. Select option 4 to
  Enable Safe Mode.
• Sign in to your account while in Safe Mode and see if you're able to log in using your PIN.
• Restart your computer to return to a normal boot.

I am having both of these issues this only seems to be happening when I'm signed into Chrome. I will get the same messages and I cannot connect to the internet. When I sign into internet explorer it seems to be fine.
