Windows 10: 0x80090016 pin error code how can i fix this

at one point i did have a pin but once i installed my new processor the pin failed and i have been signing in with password but the new beta store wants the pin and i cant set one up because of this error code please help halo reach is coming out soon

0x80090016. We suggest that you boot your computer in Safe Mode and log in, then reboot back into normal mode. To do this, follow the steps below:

• Hold down the Shift key while you press the Power icon and select
  Restart.
• In the Windows Recovery Environment, select Troubleshoot > Advanced options > Startup Settings > Restart.
• When your computer restarts, the Startup Settings will display. Select option 4 to
  Enable Safe Mode.
• Sign in to your account while in Safe Mode and see if you're able to log in using your PIN.
• Restart your computer to return to a normal boot.

Error 0x80090016

Ibtry to type in my code and then says that something went wrong (0x80090016) i cant even get passed sign in page... Tryed f8 and f11 and nothing..

 

error code: 0x80090016 during setting the pin.

Same problem.

After a BIOS update on a brand new Inspiron 5565 running Windows 10 Home Version 1709, Windows Hello would not work at all and neither would the PIN.

I disabled both the PIN and Windows Hello then tried activating PIN with the resulting Error code: 0x80090016. What is the fix for this?

****UPDATE****

Everything is fine now...? After working several hours with Word, PowerPoint and Excel, a window popped up asking me to re-enter my credentials. The subsequent message mentioned Windows Hello. I re-started my laptop and everything was working fine.
