Windows 10: 0xc0000135 error when opening most applications

This problem started about 1 week or 2 ago; I have a Dell XPS 13 9460 computer running Windows 10.


Whenever I try opening many applications, including Steam, NordVPN, Microsoft Word, Spotify and more, I get this error, "The application was unable to start correctly (0xc0000135)".


I have tried doing a clean boot, but it doesn't work and I have tried doing system restores but they say they were unsuccessful.


Does anyone have any other suggestions?

i have win 10 64 bit installed on my new intel core I5 PC -
i did a clean install on a 256 gigs SSD.
this morning i got this message when i opened the pc;







Then it auto restart itself - and i get this screen;





* no matter which option i choose. it won't load windows...
Any ideas ?

I disconnected the D hard drive - only SSD is connected.
turn on - same error.
try to do a startup repair;




went into CMD - and preformed chkdsk; (SSD was got the D: Drive Letter, not C)

 

0xc0000135 Issue on my .NET FRAMEWORK 4.6 Advanced Series

I have this kind of issue started when my windows 10 get updated. After it being updated whenever I open some apps its says that "The application was unable to start correctly (0xc0000135)." Not all apps are being affected with this but I really want to
fix this issue because I just purchase a game MAFIA 3 then when I open it it says the error 0xc0000135. And also when I open MS WORD up to MS EXCEL still the error occurs. I tried any kind of solutions at the internet but still nothing happen. I want to uninstall
the framework but it does not appears in my uninstall programs list. I also go to windows update but still I cant find Microsoft .Net Framework. Please help me with this kind of problem.
