Windows 10: 0xc0000135 error with .Net Framework installed

After I finished the update this afternoon and restarted the computer, I cannot run any programs.

If I click any *.exe, then the error alert 0xc0000135 will appear.

I checked the .NET framework, as the screenshot shows:



I try to download a installer of it to reinstall it. However, when I click the installer, no matter it's web or offline, there is no response. Just click to allow it make change to my device, thenno more response. I checked the task manager, and there is no process of it.

By the way, the only programs that can run are these:



Yes, EVEN the NVIDIA control panel doesn't works, and there is also no NVIDIA setting in the right click menu.

PLEASE help!!! I cannot do anything with my computer, but there are a lot of works waiting for me!!!

error 0xc0000135 and net framework won't install

when i installed the 1909 windows 10 update i tried to open the microsoft teams app and it gave me the error 0xc0000135 and i found out this error shows because the net framework is not installed so i tried installing different versions like 4 and 4.8
and 3.5 and all of them won't install saying that i already have an version of net framework (4.5 or higher) so i tried reinstalling microsoft teams and i was not able to do it because it kept saying that i need the net framework (note: all the apps that
need net framework like discord and bluestacks won't open and give me the same error 0xc0000135

Close all open programs.

Open the Windows Start menu.

Type "Control Panel" into the search and open Control Panel.

Go to Programs and then select Turn Windows features on or off.

Find .NET Framework on the list.

Check the settings for both .NET Framework 4.5 (or later) and .NET Framework 3.5.

Note: The steps to fix .NET. Framework 4.5, 4.6, 4.7, and 4.8 are the same.

Check NET Framework 4.5 (or later)

If the .NET Framework 4.5 (or later) checkbox isn't checked:

Select the checkbox to turn on .NET Framework 4.5 (or later).

Select OK to save your changes.

Restart your computer.

If the .NET Framework 4.5 (or later) checkbox is already checked:

Select the checkbox to turn off .NET Framework 4.5 (or later). Don't turn it back on.

Select OK to save your changes.

Restart your computer.

When you're signed in back into Windows, follow the steps to turn on .NET Framework 4.5 again.

.NET Framework 3.5 installation error: 0x800736B3

I suggest you to follow the below steps to check whether the .NET Framework 3.5 has been installed or not.

• Press Windows+X and then select programs and features.
• On the left hand side click on the option “turn windows features on or off”.
• Check whether the “.NET Framework 3.5” has been checked or not.
• If not check then I suggest you to check it and then install it.
