Windows 10: 0xc0000135 mscoree.DLL

I have a problem after my win10 update.




1. Some software does not start properly. Error code: 0xc0000135code
I tried Google, and the result is that .net is not installed, it is actually installed, but the Windows feature is not checked. Try to check the restart and there is no left.
2. PowerShell opens and promotes missing mscoree.dll.


My environment: Windows 10 Professional 1903

DLL Missing

The problem is, that the required DLL is not actually even listed there.
There are just dozens of download adware links from the top to the bottom.

We had a scheduled task that will extract data and generate an excel file.

It encountered the below error:

This is the first time we got the error. After this instance, the processing went to normal, that is, no errors encountered on the succeeding runs.

We have checked the file and it is existing. Looked for a number of possible root cause and solutions, and all are pointing to reinstallation of .NET Framework
