Windows 10: 0xc00007b

Hello. Can someone explain me, what's happening with this error? Why is it so hard to fix it these days? Few years earlier, all you should have done was to install missing dlls. Now, I get windows ISO, install fresh windows, get this error on the first application I install. After that, I repeat the process, reinstall whole windows, do everything the same and it works? I'm not here for solution, I'm just interested in what this error is, and how the hell Microsoft is keeping the error alive for more than a decade?

There's been a persistent issue that prevents me from successfully launching the game "Men of War: Assault Squad 2." I've contacted the game support, and they very graciously gave me many instructions and recommendations for which course of action I should
take in an effort to resolve the issue, but each was to no avail unfortunately. Additionally, I posted on the Steam forums and one person responded, but his suggestion didn't do anything for me either. After the employee for Customer Support from 1c expended
the list of potential resolutions that they had given to me, the employee referred me to Microsoft, so that's why I'm posting on here. I would like to know if anyone is familiar with the 0xc00007b "the application was unable to start correctly" error, the
causes of it, and/or any potential resolutions that could be applied.

I get this error 0xc00007b whenever I start assassin's creed 3 and sleeping dogs

Did you read all the reply's from the people that had that error msg?? 70% of them are saying that "fix" did NOT Work ....
