Windows 10: 1 FPS in all games

Hi I’m currently using an intel hd graphics card - specifically intel hd 620 and before I ran any small games just fine but yesterday whenever I tried to open a game that require internet connection for example scribble it on steam it only ran at 1 FPS From menu to when I’ve entered the game.What should I do? Is it because a software conflict? Ive tried almost everything from clean install to get my graphics driver up to the newest version and nothing works.Also I’ve just tried to play an offline game and it ran just fine? What’s the problem here?

Step 1: Disable Game bar.

1. Right-click the Start button.
2. Click Settings.
3. Click Gaming.
4. Click Game bar.
5. Click the switch below Record game clips. Screenshots, and broadcast using Game bar so that it turns Off.
   

Step 2: Disable Game DVR.

1. Right-click the Start button.
2. Click Settings.
3. Click Gaming.
4. Click Game DVR.
5. Click the switch below Record in the background while I'm playing a game so that it turns Off.

GAMES RUNNING ON LOW FPS AFTER UPDATE

Solution 1: Update your drivers using the link below.

Solution 2: Disable Game bar.

1. Go to Settings.
2. Click Gaming (Game bar, DVR, broadcasting, Game Mode).
3. Toggle the "ON" switch under “Record game clips, screenshots, and broadcast using Game bar” to “Off”.
4. Uncheck the "Show game bar when I play full-screen games Microsoft has verified" checkbox.

Solution 3: Turn off the Game DVR.

1. Click the Start button, and then type Xbox app to open it.
2. Go to Settings.
3. Click Game DVR.
4. Make sure that the "Record game clips and screenshots using Game DVR" selection is "Off"
