Windows 10: 1 minute black screen delay with hp g6 notebook boot

I have been trying to resolve this issue for some 18 months.
I have a HP Pavilion G6 Notebook AMD Processor, inbuilt Radeon HD 7200 graphics card.
The problem is that when booting, after the win 10 logo appears and the circular dots are rotating, the system presents a black screen for about 1 minute, no keyboard use, no mouse use, no nothing until the user login screen appears.

I have tried all available "fixes" that can easily been found on the internet - none of them work.

My diagnosis.
1. Problem does not present when booted to safe mode.
2. In normal mode I have:
a) Disabled all scheduled tasks
b) Disabled all start-up programs
c) Disabled all start up processes from task manager
d) cleaned the registry.
e) update to the lasts BIOS for this machine
f) all windows 10 updates are installed

clearly the problems lies between safe mode running minimal drivers and what normal mode will load.

Since the problem does not occur in safe mode, I assume that the problem is third party related.

Can someone please tell me where else to look?

This problem simply did not occur with win 8.

I really need some guidance / suggestions please.

w10 black sreen at start up for 2 minutes

every time I start w10 upgraded from w7 in my hp pavilion g6 notebook pc I get a black sreen after the window isappears for about one and a half minutes and the everything works fine..can anyone tell me how I can get rid of this????

Since upgrading to Windows 10, my cursor jumps around and screen size changes at random.

I am using an HP Pavilion g6 Notebook with touch pad, but not touch screen.

The next time you shutdown hold the shift key down and click Shutdown. When you next power on / boot do you get the same behaviour?

If the situation clears when holding down shift key on shutdown I would recommend to disabling Fast Startup.

Turn On or Off Fast Startup in Windows 10

If disabling Fast Startup doesn't work...

Run regedit and search for EnableULPS
Change it's value from 1 to 0
Close regedit and reboot

Note: ULPS is AMD's Ultra Low Power State
