Windows 10: 10053 error

I am going to ask this question for the 4th or 5th time. I use a IRC client for chat.. one being MIRC and the other Icechat and I am losing connection with the error code 10053. I have looked all over the net trying to find a fix for it and have tried several of the cleaners and what was suggested there... registry ,,,, rebooting after and I still end up with the same problem... after doing one of the cleaners I have re-booted computer and modem. The modem is supplied by mediacom so I can't go in and make changes. Has Microsoft came up with a fix for this since it appears to be a common problem.

The program is ammy admin..and this is the log error...

I upgraded to windows 10 from windows 7 and when trying to connect to certain program it gives the message "ERROR 10053 -1 in TransportTCP1".......also my windows store never open up.....
