Windows 10: 1709 and 1803 cause streaming video issues

I have an older laptop that had no problem running windows 10 up till I upgraded to 1709. While running 1703 machine was very responsive and played all streaming media including HD streaming media flawlessly. When I upgraded to 1709 my machine started having trouble with streaming HD video, like MSNBC and other HD content. It's choppy, pixelated and the audio is out of sync. Doesn't matter the source, if it's HD streaming it doesn't play well at all. Also the cpu shows about 95% while running it. I notice while running 1703 the cpu is running between 10% and 30%. I'm sure it's not the machine and I suspect that it has something to do with the new power management system. The machine's performance doesn't seem to change when I move the performance slider and creating High performance power plans doesn't make any difference. The computer acts like it's stuck in power saving mode. I would be happy to keep 1703, and I found the show/hide update utility to keep it that way, but unfortunately, I hear that 1703 will not be supported after October of this year. Anybody have any ideas what's causing 1709 and above to make my computer unable to run any kind of HD streaming content? P.S. I've tried updating video and audio drivers without any success, and upgrading to 1803 doesn't make any difference.

Video streaming problem after update 1709

Immediately after installing W10 version 1709 I am having issues with video streaming (even from big sites like YouTube). Videos start but then crash. Windows 10 then asks to recover the page.

How can I resolve this?
