Windows 10: 18362.1 (19h1_release) - Error 0x80070002

I have tried many time to update and keep getting error 0x80070002 the update troubleshooter dose not fix the problem

Windows Defender (SCEP 2012) when clicked on Update defenitions throws 0x80070002 error
