Windows 10: 2019-01 cumulative update for 1809 x64 fails with 0x800F0922 error

The January cumulative update for Windows 10 x64 v1809 (KB4480116) doesn't successfully install and the update rolls back on reboot. I install it via Windows Update, click the Restart button when it appears, the GUI shuts down and Windows briefly shows the blue screen saying "Configuring updates", which appears to be successful, and the machine then reboots. Before the login screen appears on reboot I see another blue screen saying the updates could not be applied and are being rolled back, then the machine automatically reboots again and I can then login. However, when Windows Update then re-installs the cumulative update, on the next reboot the process happens again (three times so far).

When I look at update history in Settings, it shows the 2019-01 cumulative update with "Last failed install attempt on ‎10/‎01/‎2019 - 0x800f0922", and the event in the system log for the failure shows

and the details tab for the event shows

I started an admin command prompt and ran Code: SFC /scannow[/quote] (result "Windows Resource Protection did not find any integrity violations"), Code: dism /online /cleanup-image /scanhealth[/quote] (result "No component store corruption detected"), and Code: dism /online /cleanup-image /restorehealth[/quote] (result "The restore operation completed successfully").

After this I tried installing the update again, but it failed again with the same error.

Any suggestions on a fix for this?

Installation Failure: ... error 0x800F0922: Cumulative Update ... (KB3200970).

From the Event Viewer:

Installation Failure: Windows failed to install the following update with error 0x800F0922: Cumulative Update for Windows 10 Version 1607 for x64-based Systems (KB3200970).

Does anyone have any idea how to solve this?

 

2018-01 Cumulative Update for Windows 10 Version 1709 for x64-based Systems (KB4056892) - MS Surface 3

I have an MS Surface 3 (Not Pro) running Windows 10 Pro for Workstations, v1709 (Build 16299.15). When I search for updates, it wants to install 2018-01 Cumulative Update for Windows 10 Version 1709 for x64-based Systems (KB4056892). It fails with Error
0x80070002.

I tried manually downloading the Delta and Cumulative updates and installing manually, but they fail stating it is not for my system.

How can I either:

• Get this update to install, or
• If it is not compatible, tell Update to not install it and ignore the update?

I have tried:

• Clearing the SoftwareDistribution folders and Catroot2 several times
• Running the Windows Update troubleshooter
• Every step in troubleshooting including try to run the Media Creation Tool
• Factory reset, including deleting all files and apps

After the Factory reset, updates applied but it again failed on 2018-01 Cumulative Update for Windows 10 Version 1709 for x64-based Systems (KB4056892) with Error 0x80070002.

 

Installation Failure: Windows failed to install the following update with error 0x800F0922: Cumulative Update for Windows 10 Version 1511 for x64-based Systems (KB3163018).

I am unable to install Cumulative Update for Windows 10 Version 1511 for x64-based Systems (KB3163018). It installs 97% and then starts undoing change. I m fed up with that it loops at every PC restart.

Log Shows This Error:

Installation Failure: Windows failed to install the following update with error 0x800F0922: Cumulative Update for Windows 10 Version 1511 for x64-based Systems (KB3163018).
