Windows 10: 2019-04 Cumulative Update KB4495667 stuck in restart to finish

My Pc runs Windows 10 Home 64 Bit v 1809

I noticed that Windows Update has had indigestion with the latest Cumulative Update (2019-04 Cumulative Update for Windows 10 v 1809 for x 64 bases systems KB4495667) which is stuck Requiring a restart to finish installing.

I have restarted several times with no luck.

Have also run the Trouble Shooter which could not identify the problem.

I then checked for updates in case it would offer it again, but all that was listed was 2019-02 Cumulative Update for NET Framework 3.5 and 4.7.2 KB4486553 which has Successfully installed.

KB4495667 still refusing to do so.





I have downloaded it from from the Windows Update Catalogue ... file windows10.0-kb4495667-x64_a0713c961b994da102ee4a300d2f571ec567af20.msu

What is the safest thing to do now, do I just double click to install it?

I am no computer expert so will need easy to follow steps.

cumulative updates 2019-02 onwards do not install

my lap top is inspiron 15R (5520), it is 6 years old and i have original softwares

problem is with cumulative update for windows 2019-02 did not install same with cumulative updates number 03 and 04

i posted on this forum before but every one gives some different advice, twice i went online on microsoft support, the first tech tried loading windows ISO but it failed , the next tech suggested shuting off windows update he just could do it for a short
time and updates restarted on its own

now everytime comuter tries to reload updates the computer becomes slugish and i have to restart it now and then

microsoft technicians are more interested to take a feed back and unable to solve my problem

do this corporations want that i throw away my dear laptop and go for a new one

it is a shame that i have purchased all original softwares including office and i am facing this trouble where as people using pirated versions have no problem with updates

2018-03 Cumulative Update for Windows 10 Version 1709 for x64-based Systems (KB4089848)
Does not appear.

2018-04 Cumulative Update for Windows 10 Version 1709 for x64-based Systems (KB4093105)
Does not appear.

2018-04 Cumulative Update for Windows 10 Version 1709 for x64-based Systems (KB4093112)
Requires a restart to finish installing

2018-05 Cumulative Update for Windows 10 Version 1709 for x64-based Systems (KB4103727)
Does not appear.

 

Windows 10 version 10.0.17763.195 not updating anymore since 2018-12 Cumulative Update, Troubleshooter failing to start

As for step 1, I mentioned in the title that my troubleshooter is not starting at all.

Nonetheless, I ran successfully all the commands listed in step 2 and restarted my machine, but when I tried to run Windows Update it failed again, returning a different error for the Cumulative Update:

2019-01 Cumulative Update for Windows 10 Version 1809 for x64-based Systems (KB4480116)

Error 0x8007025d
