When installing 2019-05 Cumulative Update for Windows 10 Version 1903 for x64-based Systems (KB4505057), the system hangs with a circle of dots on restarting, error code 0x800f0923

I have to start the system in Safe Mode where it recognises that the update has failed and falls back the changes.

I have tried a manual install and run the update troubleshooter to no avail.

I have paused updates for 7 days.

How can I stop this individual update from installing?
