Windows 10: 2023-11 cumulative update for windows 10 version 22H2 stuck at 20%

For a couple of days I have been trying to update my laptop and the update above keeps freezing at 20%, I have restarted my computer after running the troubleshooter, I have waited the time limit your supposed to which from what I keep seeing is 3 hours but none of it seems to have worked

Why would an in-place Upgrade solve this problem? I did all the steps listed here but not the in-place update. The error I see in the Windows update window is "Download error - 0x8024401c" for 2023-03 Cumulative Update for Windows 11 Version 22H2 for x64-based Systems (KB5023706). Its been logging this error since 3/17/2023

Note that on 2/15 everything seemed fine:

2023-02 Cumulative Update for Windows 11 Version 22H2 for x64-based Systems (KB5022845)

Successfully Installed on 2/15/2023

2023-02 Cumulative Update for .NET Framework 3.5 and 4.8.1 for Windows 11, version 22H2 for x64 (KB5022497)

Successfully Installed on 2/15/2023

Been trying to update 2023-02 Cumulative Update for Windows 11 Version 22H2 for x64-based Systems (KB5022845) and 2023-02 Cumulative Update for .NET Framework 3.5 and 4.8.1 for Windows 11, version 22H2 for x64 (KB5022497) on windows 11 pc and it keeps saying error I need help

The 2023-10 Cumulative Update for Windows 11 Version 22H2 for x64-based Systems (KB5031354) is not in the Uninstall updates.
