Windows 10: 2024-07 Cumulative Update for .NET Framework 3.5 and 4.8.1 error 0x8007370b and 2024-07...

Whenever i try install the framework one it goes to 100% but then doesn't install and give the error 0x8007370b and when i try the preview one it stays at 0% and gives me the error 0x80070020
