Windows 10: 2024-07 .Net Framework & Windows 11 Update Install Error

When I try to install 2024-07 Cumulative Update for .NET Framework 3.5 and 4.8.1 for Windows 11, version 23H2 for x64 KB5039895 I get an error code of 0x800700c1. I also cannot install 2024-07 Cumulative Update for Windows 11 Version 23H2 for x64-based Systems KB5040442 as I get error code 0x800705b9. I'm not sure if this is causing my "Updates are Underway" boot loop upon restart as well, but nonetheless, I cannot get these to download and install. What is the proper fix for this? Thanks.

I've read several articles and help guides and tried various fixes, but nothing has worked so far. Any help would be appreciated!

I suggest you to follow the below steps to check whether the .NET Framework 3.5 has been installed or not.

• Press Windows+X and then select programs and features.
• On the left hand side click on the option “turn windows features on or off”.
• Check whether the “.NET Framework 3.5” has been checked or not.
• If not check then I suggest you to check it and then install it.
