Windows 10: 3080 Performance

Hi! I have recently bought a 3080 Vision, but I dont think I am getting the full performance out of the card.
Here are my current specs:

3080 vision
R7 3700x AIO
16GB 2666 OC to 3000Mhz
X570 prime
750W PSU

I upgraded from a 2070 and I only got 10ish more fps with the 3080 than my 2070
I have reinstalled Windows to see if it would help but it has not.
I have the latest drivers for everything but I feel like something is bottlenecking my system and I am not sure what.

For example, here is a video of Rust at Max settings on a 3080:

He is getting 120+ FPS on max settings, where I am only getting between 70-80 FPS on max settings.
Here is a screenshot of Task manager while in rust. As you can see, the CPU is at 40% and the GPU is at 50%.

I have set the Nvidia control panel to prefer max settigns but it makes no difference to the usage.
Is my card not working hard enough or is it something else?
I did notice that I get 90 FPS in Rust at low settings, but 80ish at Max. Which suggest that the GPU is not the bottleneck?
Is my CPU under performing or is it the RAM speeds, not enough wattage form PSU or a Windows setting I am missing.
I contact Nvidia support but they where less than helpful.

Any advise would be great!

Edge Search Does Not Permit Change of Region


I got these suggestions from the Microsoft Community forum.No. 1 worked for me:

Thank you for posting the query on Microsoft Community. I am glad to assist you on this.
We have reproduce the issue here and we are able to access non-regional search for google using Microsoft Edge.
I would suggest you to try the below steps and check if it helps.
Step 1:
Clear browsing data option of Microsoft Edge and check if you face the issue. To do so perform the steps below.

1. Click on the More actions icon next to the feedback icon present on top right corner of the Project Spartan homepage.
2. Select Settings and click on Choose what to clear.
3. Check the boxes Browsing history, Cookies and saved website data and Cached data and files and click on Clear.

Step 2:
I suggest you to create a new user account and check if the issue occurs.

1. Go to Settings.
2. Choose Accounts and then select Family and other users.
3. Select add someone else on this PC.
4. Enter a user name and hit next.
5. Click on Finish.
6. Sign out from the current Account and Log into the new account.

Step 3:
It could also happen because of network issue. I suggest you to try with different network connection and check if it helps.
