Windows 10: "A device attached to the system is not funtioning"

my laptop with windows 10 64 bit wont update and remove some programs, Wont let me run cmd as admin, wont let me run some programs a window appear saying "A device attached to the system is not functioning" show once I do the mentioned,I try to run SFC under cmd admin and i get the same window, any ideas

System Specs minor revisions and suggestions

Change: Hard Disk(s) to Storage Device(s)
Change: LCD/CRT Model: to Display Device(s):
add an Audio Device(s) = for headsets and speaker set ups.

To attach a document file on an email, you can follow the step given below:

For Windows 10 Mobile:

• Launch to File Explorer app.
• Press and hold the file that you need to attach on the email, and select
  Share button.
• Select Outlook Mail on the suggested applications.

For Windows Phone 8.1:

• Download and install
  Files app.
• Launch Files app.
• Tap and hold the document that you need to attach on the email, and select
  Share button.
• Select the Mail app on the suggested applications.
