Windows 10: A fatal error occurred while creating a TLS client credential. The internal error state is...

Started getting this error today, after a 'mandatory' reboot. I can't find an update applied today that caused it.

It is produced in the error log six times per application launch. The applications that trigger it are (non-exclusive):

Office (Word and Excel)
Trying to add an account from Settings->Account
Twitch
Discord
Microsoft Store (which launches and closes immediately)
World of Warcraft


A few other apps that use their own login.

Browser based logins still work fine (as evidenced by my posting here).

I have reset the network connection, and the firewall has asked for ~some~ apps to be approved, but not all.

I've tried adding the apps (such as the list above) to firewall rules, but that hasn't fixed anything.

A fatal error occurred while creating an SSL client credential. The internal error state is 10013

We keep receiving the following message on our computer, every minute or so. It seems associated with a locally synced SharePoint document library. Here is the message:

What we have tried:

1. Restart the program.
   
2. Restart the computer.
   
3. Repair Office from 'Programs and Features.' We did this for both Microsoft Office 365 and Microsoft Office 365 ProPlus, because both are installed.)
   
4. Uninstall both versions of Office.
   
5. Reinstall Office 365 ProPlus.
   

In the Event Viewer, we see the following messages:

The latter message, about the SSL client, appears about 50 times. We have looked at this article. It suggests that we enable System cryptography: Use FIPS compliant algorithms for encryption, hashing, and signing, though we are not sure whether that will be necessary or not.

After upgrading from windows 8 to win10 and installing Cisco Any Connect Client my laptop is never shutting down, I have to press the button to shutdown it, while digging the event I got this log

"A fatal error occurred while creating an SSL client credential. The internal error state is 10013."

 

Event ID 36871 - Repeating TLS Error 10013

Each day shortly after logon, my windows 10 log fills with numerous copies of SChannel Error 36871:

"A fatal error occurred while creating a TLS client credential. The internal error state is 10013."

I do not see any symptoms of this error that I recognize as such - failed secure connections etc.

The error occurs both before and after domain connectivity is established - as indicated by NtpClient.

Despite the error being "fatal", it repeats 2-4 times, followed by an increasing pause before repeating again.

My question is, first and foremost, what does internal error state 10013 indicate?
