Windows 10: "About your PC" is not launching

Windows key followed by the search phrase "About your PC" brings up the "about" box for about a half second and then it disappears. Same happens when clicking menu sequence to get to the "About" information. Same happens when I right-click Start to access the Win-X menu, and then click System (the blue window flashes up for a moment and then disappears). How can I fix this problem?

PC Build Steps

Ok just because I like steps i am going to create some steps. Please give me the stamp of approval/disapproval

• Install system in case
  • Remember to connect SSD and optical to same SATA ports on motherboard
• Turn on PC
• setup HDD
• run blend test in prime95 for 30-60 min
  • run realtemp at the same time

• While in Prime95 test
  • if CPU goes above 70c in RealTemp, I have a leaky CPU
  • if my system locks up or blue screens, there is an instability in the system somewhere
  • if my system does not lock up or blue screen, my CPU is not damaged and I am in the clear!

What do you guys think??

Suggest you to plug in an external keyboard to check if that helps.

Follow these steps to launch the On-screen keyboard:

• 
  Press Windows key + R to get the run window.
  
• 
  Type “osk” and hit enter to launch the On-screen keyboard and check if this helps.

How to launch tablet Pc touch input from command line

Hello,

From versions of Windows 7 and above it is possible to automatically launch Touchscreen calibration using Tabcal.exe.

I was wondering if there is a similar command to directly launch touch input instead of following inf the steps below:

• Go to Control Panel and search for "Touch".
• Click "Tablet PC Settings"
• Click "Setup..." to the right of "Configure your pen and touch displays"
• Choose "Touch Input..."
