Windows 10: Access external hard drive from old PC using my new PC

I have a new PC and have my old hard drive in a caddie. I can access all files except for those on my personal folder in Users. It must be protected somehow, but when I right-click and get into security settings and allow access, it still doesn't let me in. I downloaded a free recovery software and can see all the sub-directories and files OK, so I know they're there, but the recover them I need to buy the software and I'm not sure I need that. Is there a way to just get permission for my new PC to access the Users folder on the old hard drive?

Have removed external hard drive from old Vista crashed pc. Need to move favorites from the hard drive to the new windows 10 pc using IE.

So, I assume you have a way to connect this hard drive to your new system? If so, then you can use the File Explorer on the new Windows 10 PC and navigate to D:\Users\xxxxxx\Favorites (where xxxxx is your user name on the old PC).

When you find that location, you can just do a copy-n-paste from the D:\ drive (the old PC's drive) to the C:\ drive (the new Windows 10 PC)
